HoWa-PRO

HoWa-PRO is an information platform for the spatially precise forecasting of flood hazards in small watershed areas and for the dissemination of warnings and information to all local actors in the field of disaster control.

Project contents

Building on the predecessor project HoWa-innovativ, HoWa-PRO is designed to improve early flood warnings for small watershed areas. Innovative precipitation measurement and forecasting methods are used for this purpose, which combine radar data from the German Weather Service with precipitation information from commercial radio relay links from the telecommunications network.

The improved precipitation data serves as the basis for a hydrological ensemble forecast, which outputs the predicted flow rates in the watercourse with an uncertainty band. The calculated precipitation and flow forecasts are provided in an interactive map view and can be adapted to the needs of different user groups.

In addition to general civil protection, local fire departments in the individual warning areas are particular users of the application. These have been and will continue to be involved in the conception and further development in repeated workshops during operation. This allowed practical experience from the disaster control and water authorities to be incorporated into the development of the platform.

As part of the project, a serious game was developed that takes a playful approach to the topic of early flood warnings and uncertainties in forecasting.
